在非典型肺炎疫情的特殊时期，为保证认证周期，使申请人及时获证。根据上级指示精神现对符合以下要求的工厂在型式试验合格后，直接发证。工厂初始检查将根据疫情情况酌情安排。
具体条件：
1．依据工厂质量保证能力要求内容进行自查，提供了符合要求的自查报告
2．提供了产品一致性声明，即承诺工厂批量生产产品同型式试验合格样品一致
3．提供了全部工厂检查需要的有关质量文件且符合认证实施规则要求；
4．根据疫情情况，随时接受初始检查。
符合上述条件的工厂向产品处提交以下材料，经审查合格后可以先发证，待疫情结束后再实施工厂检查。

In order to assure the certification period and obtain certificates in time during the special time of SARS in China, according to the instructional spirit of CNCA, CQC will issue certificates directly to the factory passing the type test and the document review as well. Factory initial inspection will be arranged according to the condition of SARS in China.
Detailed requirements are as following:
1. Conducting self-inspection according to the Requirement for Factory’s Quality Assurance Ability and providing self-inspection report.
2. Providing Announce for products consistency, that is to promise the products manufactured in factory are consist with the sampling passing the type test.
3. Providing the relative quality document which factory inspection needed and confirming with the implementation rules for compulsory certification.
4. Promising accepting initial inspection at any time, which CQC will arrange according to the condition of SARS in China.
Factories confirming with the above requirements could provide the material to the product department. If the document review is passed, CQC will issue the 3C certificate. Factory inspection will be arranged according to the condition of SARS.
